We should add the Python Doc for Python API, and add the link to the web page. i.e.:

!image-2019-06-14-16-14-35-439.png!

In FLINK-12720 we will add how to generate the Python Docs, and in this PR we should add support for build Python Docs in Buildbot. We may need to modify the build config:
