   Hmmm... not sure what the goal is here.
   
   If it is to make DAGs more secure , it can (and should) be done via dag-level access control (instead of config-based as this PR suggests), for sake of better security.
   
   If it is to allow filtering DAGs by owner for better navigation on the homepage (which seems like a neat feature), it could potentially be done via a `Hide DAGs not owned by me` toggle, in a similar fashion to `Hide Paused DAGs`.
