NNTP Control messages

Just noting that the current NNTP handler does not handle control messages
as defined by RFC 1036 Section 3, which means (amongst other things) that
messages cannot be cancelled.

This will take a bit of work ... not necessary for v2.1.1, but definitely
necessary before the NNTP protocol can even be considered for
non-experimental status.
