We are adding per log file markers with 0.14.0. 

So, we need some fixes for upgrade and downgrade. 

Upgrade:

if there are any pending commits(partially failed), we need to re-create markers in new format. 

 

Downgrade:

if there are any pending commits(partially failed), we can trigger rollback right away. we don't need to re-create markers in old format unnecessarily.
