The current {{RecordWriter}} would be refactored as an abstract class for improving broadcast mode mentioned in FLINK-10995. So it is better to migrate the logic of building {{RecordWriter}} instance into a separate {{RecordWriterBuilder}} utility class which should be the only entrance for other usages.
