[JSieve] 0.2 Release...?

i think that JSieve is just about ready for a 0.2 release. i think
most of the outstanding licensing issues have now been resolved. the
remaining issues in https://issues.apache.org/jira/browse/JSIEVE have
been marked for later releases. i've been using the current codebase
as my mail filter and it seems to work ok.

so, i think it's a good time to think about cutting a 0.2 release

unless any other volunteer jumps in, i'm willing to act as release manager

opinions?
