While the Subversion team has not built case insensitivity as a switch
into Subversion, we have recognised the need for this feature for a
possibly large part of our users.

This is why there is a script to do exactly that in the Subversion
repository: http://svn.collab.net/repos/svn/trunk/contrib/hook-scripts/check-case-insensitive.pl
