It is valid, but the expectation is even the releaser goes through the
process of verifying everything that he/she would verify if the release
wasn't his/hers. Typically the releaser does this as part of preparing
the release.

I will try to clarify what happen: I have made two tentative for
releasing the artifacts. During the first tentative [1] I gathered some
feedback by the community but only Richard and Francesco voted with a +1
binding [2,3] so I canceled the release [4].
After that the first tentative was canceled I have fixed the issues
reported by the community and try to release the artifact again by
starting a new voting [5]. Unfortunately, int that message I have decide
to report the result of the first failed tentative which I think
leaded to misunderstanding. In fact, within the 72 hours of the second
tentative theree PMCs voted with a +1 [6,7,8] which took me to consider
the voting a success and I proceeded with releasing process [9].
If you have further question please let me know :)

Hi,
Sorry if I miss something, but Richard's and Francesco's vote was made
on the previous release candidates. So, should not be counted in the
result.
Regards,
Clement
