I made a similar assessment about 0.98, hence HBASE-14738, but have held off commit because of the rather extensive additional changes needed for 0.98-specific complications of dealing with multiple versions of Hadoop.

We should also make use of native CRCings -- especially the 2.6 HDFS-6865 and ilk -- in hbase but that is another issue for now.
