On maven2 public repository, maven (m1) plugins are packaged with ".plugin" extension :
-> http://repo1.maven.org/maven2/maven/maven-changelog-plugin/1.9.1
AFAIK the expected extension is .jar (as maven-one-plugin created artifacts)
This issue may be related to MRM-211, as requesting Archiva for M1 plugins has the same issue and can be solved by configuring a global artifactHandler for m1 plugins.
