I assume you are "preparing" for a 1.0 release? It's great to see
progress towards an actual release by Imperius.
A release requires a vote by the Imperius community, then a vote by
the Incubator PMC. Have a look at http://incubator.apache.org/guides/releasemanagement.html

Here's ASF Policy -- http://www.apache.org/legal/src-headers.html
In particular:
A file without any degree of creativity in either its literal elements
or its structure is not protected by copyright law; therefore, such a
file does not require a license header. If in doubt about the extent
of the file's creativity, add the license header to the file.

The files you listed below do not have any IP per se. The package.html are
simply package level Javadocs giving a brief intro to what classes are
included in that particular Java package.
The build.properties and plugin.properties are eclipse specific properties
file again with no IP data. Do they still require a license?

There are READMEs located inside the binaries but I agree they are buried
inside. I will create one for the top level

Unless you can convince me otherwise, I think the following files need
an apache source license header:
==./imperius-cimsplextension/build.properties
==./imperius-javaspl/src/main/java/org/apache/imperius/javaspl/
package.html
==./imperius-javasplextension/build.properties
==./imperius-splcore/src/main/java/org/apache/imperius/package.html
==./imperius-splcore/src/main/java/org/apache/imperius/spl/
package.html
==./imperius-splcore/src/main/java/org/apache/imperius/spl/core/
package.html
==./imperius-splcore/src/main/java/org/apache/imperius/spl/datastore/
package.html
==./imperius-splcore/src/main/java/org/apache/imperius/spl/manager/
package.html
==./imperius-splcore/src/main/java/org/apache/imperius/util/
messages.properties
==./imperius-splcore/src/main/java/org/apache/imperius/util/
package.html
==./imperius-splcore/src/main/resources/org/apache/imperius/util/
messages.properties
==./imperius-spleditorcore/build.properties
==./imperius-spleditorcore/plugin.properties
The NOTICE file needs to be cleaned up, also. Please cleanup the
formatting. I don't see any Eclipse binaries being included (and also
don't see an EPL license in the LICENSE file). The IBM copyright date
for the initial contribution wasn't 2009. So, I'm not sure why it
would be 2009, now... And delete the "Please read the different
LICENSE files present in the lib directory of this distribution." I
don't see any non-Apache licensed materials and even if there were,
I'd want to see the licenses in the license file, not the lib/
directory.
I don't know how to actually use Imperius. And don't see any
instructions on what to do with it. Perhaps I'm missing them?
I'd like to see the KEYS file in svn -- e.g. http://svn.apache.org/repos/asf/incubator/imperius/KEYS
I'm -1 based on the above.

So, this got me wondering about the code grant/CLA for the initial code
contribution. I'd like to confirm that we have one. Craig, perhaps you
remember?
Strictly speaking the IBM copyright is not needed at all. IBM is still
copyright holder on the code they donated. If they want this to be noted
to consumers of Imperius, then this is the place to do it, but it is not
necessary...
If IBM wants this noted, I'd give a bit more context, I think. Something

documentation to Apache, so either IBM submitted this, or I'm
hallucinating.
Is there someone at Apache who can confirm?

So, this got me wondering about the code grant/CLA for the initial code
contribution. I'd like to confirm that we have one. Craig, perhaps you
remember?
Strictly speaking the IBM copyright is not needed at all. IBM is still
copyright holder on the code they donated. If they want this to be noted to
consumers of Imperius, then this is the place to do it, but it is not
necessary...
If IBM wants this noted, I'd give a bit more context, I think. Something
like:

This issue has partially arisen because I added package.html (javadoc)
files to the source tree. It seems a bit cumbersome, and hopefully
unnecessary, to include the license in these files since they will become
part of the exported java documentation tree. Presumably this tree
already has the license embedded somehow.

All files with Apache IP needs the Apache License in them. The only
exception are trivial things e.g. a five line property file. But it's
always ok to include the license.

Hey Kevan,
Do files like *.properties, *.bat, *.sh and *.html need Apache Licenses in
them?
I could not find a policy statement that said so.

1) Would really, really prefer to see your KEYS signature be from your
@apache.org email address.
2) Update the copyright date in NOTICE.txt
3) NOTICE.txt contains the following:
"Please read the different LICENSE files present in the lib directory of
this distribution.
This package also contains binary files from the Eclipse Equinox
project.
Source is available at http://eclipse.org/equinox"
The notice file is not the place to mention additional "license"
information. That would be in the license file. Since there are no
additional libraries in the lib directories, this should be deleted
all together. IMO, the preferred mechanism to document additional
licenses, is to append the licenses to the LICENSE file.
No packages contain eclipse binary files (if they do, please point
them out to me). Unless I'm wrong, the eclipse acknowledgement should
be deleted.
4) un-tarring the source package produces the following unreadable
directory on my Mac:
$ tar zxf ../apache-imperius-1.0.0-src.tar.gz
$ ls -l
total 0
d--------- 18 kevan kevan 612 Oct 8 13:09 apache-imperius-1.0.0-src
5) Multiple files are missing apache src license headers. They must be
fixed.
6) All IBM copyright statements must be removed from the source files
(by an IBM committer). They should be deleted or moved to the NOTICE
file (which already contains an IBM copyright)
7) Would like to see an SVN url and revision number that corresponds
to the release source in svn in your vote email
8) The following files are in SVN, but not included in source release:
Only in release1.0.0/: .antlr-eclipse
Only in release1.0.0/: .classpath
Only in release1.0.0/: .project
IMO, these shouldn't be in SVN at all. You should use svn ignore to
avoid these and other files...
9) The Imperius version in pom.xml is still 1.0.0-SNAPSHOT
10) If you are going to release Imperius artifacts to maven
repositories, then all jar files must contain LICENSE/NOTICE files.
They currently do not. I would urge you to do this, regardless..
11) If releasing to maven, then you should make a maven staging repo
available for review
I built using mvn, and checked signature and checksums. Except for the
email address noted above, this looked ok...

The release plugin can create a staging repository which can be used
for review/voting purposes.
For examples of what other projects do, see:
http://activemq.apache.org/release-guide.html or

I am not clear what exactly you had in mind here? Do you mean make a copy
of my maven repo with the imperius
artifacts available for review

1) Would really, really prefer to see your KEYS signature be from your
@apache.org email address.
2) Update the copyright date in NOTICE.txt
3) NOTICE.txt contains the following:
"Please read the different LICENSE files present in the lib directory of
this distribution.
This package also contains binary files from the Eclipse Equinox
project.
Source is available at http://eclipse.org/equinox"
The notice file is not the place to mention additional "license"
information. That would be in the license file. Since there are no
additional libraries in the lib directories, this should be deleted
all together. IMO, the preferred mechanism to document additional
licenses, is to append the licenses to the LICENSE file.
No packages contain eclipse binary files (if they do, please point
them out to me). Unless I'm wrong, the eclipse acknowledgement should
be deleted.
4) un-tarring the source package produces the following unreadable
directory on my Mac:
$ tar zxf ../apache-imperius-1.0.0-src.tar.gz
$ ls -l
total 0
d--------- 18 kevan kevan 612 Oct 8 13:09 apache-imperius-1.0.0-src
Here's my -1 until above issues are resolved.

I don't believe they should be part of the release. They are really part
of the junit testing that is done during the build.

I see a few issues as follows:
The copyright year in NOTICE.txt needs to include 2009.
The samples directory includes a bugfix directory that only includes .spl
files. These were recently added by Xiping and probably need to be moved,
but still included in the build's junit testing.
The javadoc needs some work. Most importantly, the small number of
classes/interfaces that are there, are not fully documented. Secondarily,
there are only a very few set of classes documented. For example, we make
use of the SPLPolicy class. Also, the TypeInfo object is returned by
Argument.getType(), but not included in the javadoc. Same for PolicyInfo
returned by PolicyManager.getPolicyInf().
I thought I read somewhere the version had to include 'incubator' in it.
For example, Imperius 1.0.0-incubator.

I assume you are "preparing" for a 1.0 release? It's great to see
progress towards an actual release by Imperius.
A release requires a vote by the Imperius community, then a vote by
the Incubator PMC. Have a look at
