0.30 release update - RC approaches

Hi, folks.  This is a reminder that I will generate the 0.30 release
candidate next week, Wednesday, 10 September.

Important: this will be a proposed-final release candidate.  There are no
additional RCs planned; new RCs will be produced only if we discover
blocker issues.
