[site] .htaccess and site/.htaccess

Anyone know why we have two .htaccess files?

Is there a performance reason or somesuch to keep the site/ redirects in
its own .htaccess file?

Cool. I'll modify things to match this, we've gained a fair bunch of site
ones in the top level .htaccess (all my fault I suspect).
