   ### What happened
   
   The API `/proceed-db-migration` returns status code 400, even if the migration process has been completed successfully

   ### What you expected to happen
   
   In the case the process has been successfully completed, the API should response with the status code 200.
   
   ### How to reproduce
   
   1. write and register a new migration script
   2. run the DevLake
   3. open the terminal, execute the command `curl -i 127.0.0.1:8080/proceed-db-migration`
   4. the first time would got status code `200`, the second would got `400`
   
   ### Anything else
   
   _No response_
