automatically fixing imported quote marks

If text is imported (ctrl-c ctrl-v) from something like email or Kate 
with double or single quote marks, it will show up that way,
with straight marks (inch marks) in the word processor.  Is there a way 
to automatically fix those quote marks to be curly quotes?
If so, how?

Try this:
o If necessary, apply the Default paragraph style to the material.
o Select the material.
o Go to Format | AutoCorrect > | Apply (or Apply and Edit Changes).

You need to have custom quotes enabled in Tools | AutoCorrect 
Options..., of course.  This will make other style changes to your 
material, so you will want to do this before you attend to formatting 
generally.
