Is there a Subversion C or C++ API?

[I apologize for the high "newbiness" level of the following question...:-)  
I just started to look at Subversion..]

Just out of curiosity, does Subversion have a C or, even better, a C++ API? 

Is it possible to "pilot" Subversion from within another program, most 
notably a 
GUI, without using the usual (and unsafe) "system()" or "exec()" system calls?

Where can I find the related documentation? Is there any example program 
available?
