CREATE TABLE [ IF NOT EXISTS ] table_name 
[ WITH ( table_properties ) ]
[ AS query_expression ] 
[ WITH [ NO ] DATA ]




I think [with [no] data] should be added to indicate whether to only create a table without writing data
