[VOTE] Rename of Saga repository

As we discussion before[1], I'd like call for a vote to rename
servicecomb-saga git repo to servicecomb-pack.

servicecomb-pack is used to provide the TCC and Saga support in the
pack architecture, we also need to update the artifact group id  to
replace saga to pack at the meantime.

Voting will start now ( Wednesday, 28th November, 2018) and will
remain open for at-least 72 hours, Request all PMC members to give
their vote.

[ ] +1 Rename of servicecomb-service-saga repository to servicecomb-service-pack
[ ] +0 No Opinion
[ ] -1 Do not Rename the repository because....

Suggestion  : servicecomb-pack seems to be a very generic word, the repository name should be something which helps to make out the content of the repository just by name, here servicecomb-pack does not reflects anything related to transaction management which this project offers. Just my opinion.
