api/send_fd => apache/compat_send_fd
Since we don't have send_fd functionality in httpd-2.0, shouldn't we
move api/send_fd test to apache/compat_send_fd? or even moving all
compat tests under compat/ ?
there are a few other tests using compat that could be moved under the
same home.

compat/ would be great. the existing compat.t and compat2.t are kinda
bloated, would be nice to split them into smaller chunks.
