you need to talk to your isp. many higher end dsl providers will give
hand out static ip's like they're candy but i doubt you'd ever get one
from a cable provider. try speakeasy.net. if you dont want to switch,
just call your isp's tech support line, maybe there is an extra fee per
month you can pay to lock yours in.
oh and dialup is a no-no

you can also try the DynDns service which updates the DNS servers dynamically. www.dyndns.com
