The AddressingSubmissionInHandler does not deserialise EPR extensibility attributes and elements whereas the AddressingFinalInHandler does. These extensibility elements and attributes are valid in both specifications and thus should be deserialised in both.

Patch including the fix to this and the new and updated unit tests which found it to follow shortly.
