The underlying issue is that this file includes a standard 14 font with the name of "Helvetica~1d3", which we're not able to recognise. The font is not embedded and there is no FontDescriptor. OS X Preview omits the font entirely, however Acrobat renders it, and Preflight lists it as "base 14":

We need to add some heuristics for detecting standard 14 fonts. Looking for a missing FontDescriptor would be a good start.
