Restricting file access in the Apache domain for authenticate users

Hi,
  I am currently using Apache Web Server on Windows 2000 and Tomcat for
running Servlets.I have a problem
of restricting file access only to certain users.Basically ,files
available on the web site need to be downloaded only by authenticated
users.After,they are authenticated ,they can download the files.
I read the Apache documentation,but there seems to be documentation on how
it can be done when Apache is installed on Unix(.htaccess,access.conf
files..etc...) but nothing on how to get it done on Windows.
  Any kinda help is greatly appreciated.
