[PR] deps: align all spring-boot artifacts to 3.5.12 [airavata]

   Follow-up to #604. Aligns all Spring Boot artifacts from 3.5.3 to 3.5.12:
   
   - `spring-boot-starter-web`
   - `spring-boot-starter-data-jpa`
   - `spring-boot-maven-plugin` (both dependencyManagement and pluginManagement)
   - `spring-boot-dependencies` BOM
   
   All 9 modules build, all tests pass.
