[VOTE] Cutting to the chase: create branch 1.2.x, start 1.3

>From my previous long winded message and to make sure we're voting on
the right issue:

- create 1.2.x from current head,
- fix only bugs in 1.2.x branch after a vote,
- eventually release 1.2.4
- start working on 1.3 *NOW*

Create a vote for each issue that should go into 1.2. This creates a
low barrier for fixing stuff in three branches. In my opinion anyone
can hold a vote for anything, this would mean that anyone can start a
vote to get a bug fixed in 1.2.x.
