Currently, RatisShell is executed via CLI.  It will use the default RaftProperties and a null Parameters to build a RaftClient.  There is no way to pass TlsConf, as a result, RatisShell cannot access secure clusters.

This JIRA is to add a builder in order to pass RaftProperties and Parameters.
