Old version of rat in our parent pom

Hi,

while trying to configure the rat plugin for Pluto I noticed that our
parent pom (1.2) is referencing the old codehaus version of the plugin.
The new plugin is in our incubator and a version is available from the
maven repo
(http://repo2.maven.org/maven2/org/apache/rat/apache-rat-plugin/0.6/)

Now, this is not a blocker or a problem atm, but I think we should
change this in our parent pom. So when we do a new release of the parent
pom in the future, we use the correct/newer version of the plugin.

Sure, if it is working that is :)

You can update it whenever you want, the trunk version for the portals-pom is now 1.3-SNAPSHOT.
I expect that, with the upcoming apache 7 pom, which should "solve" several configurations problems and provide a default solution for a
source distribution, we will upgrade and release a new portals-pom in a near future.
So, adding changes like this better be done right away imo.
