Rename  {{StartLeaderElection}} to {{TimeoutNow}} in proto, and related methods.
Move and rename {{LeaderStateImpl#sendStartLeaderElectionToHigherPriorityPeer()}} to {{TransferLeadership#sendTimeoutNow()}}.
