[I] Create a new GitHub Actions workflow on KIE Tools to verify `update-version-to` script [incubator-kie-issues]

**Description**
This task aims to create a Github workflow that verifies if [update-version-to](https://github.com/kiegroup/kie-tools/blob/main/scripts/update-version/update_version.js) script works as expected. The check should run on every commit on main branch and should ideally update to a new version, check it update was successful, revert back to original version 0.0.0 and see if git diff is empty.
**Acceptance Criteria**
New workflow to be added and should be run on every commit to main.
