Portal Chaning the Window State

I just skimmed the spec on this but what is supposed to happen to render
parameters if the portal changes a portlet's window state? In this case
the portal renders a button above each portlet to change the window
state. If the user has been navigating the portlet and there are a set
of render parameters that have been set and then the user clicks on the
change window state button. Should those render parameters be available
in the new window state or should they be cleared as if the portlet hand
rendered a URL with just the new window state set.

Look at PLT.11, paragraph 25:

Commonly, portals provide controls to change the portlet mode and the
window state of
portlets. The URLs these controls use are generated by the portal.
Client requests
triggered by those URLs must be treated as render URLs and the existing
render
parameters must be preserved.liii

A portlet must not see any parameter targeted to other portlets.liv
