[jira] Commented: (WW-2049) Ensure presence of Apache license header

Antonio Petrelli commented on WW-2049:
--------------------------------------

I added the licenses in main and plugin code.
Added the RAT report in the site generation.
What remains to do is using the RAT plugin to fail when the correct licenses are not found.

> In many parts of the Struts 2 source, especially in JSP and FTL files in sample webapps, the Apache license header is missing.
> To discover these files, the RAT Maven plugin should be introduced, to fail in case of unapproved or missing license (or at least to report them).
