The bug was fixed in CVS (in July). The latest jars are available at:
http://gump.covalent.net/jars/latest/xml-xerces2/

Before reporting bugs on older Xerces releases we suggest you try the newest 
Xerces code from CVS or search Bugzilla database for duplicate bug reports.
