[PR] docs: announce Struts 7.3.0 and 6.11.0 General Availability [struts-site]

lukaszlenart opened a new pull request, #322:
URL: https://github.com/apache/struts-site/pull/322

   Announcement for the **7.3.0** and **6.11.0** GA releases. Both votes closed on 11 August 2026. The documentation content audit for these releases landed separately in #321.

   ## Changes

   - `source/announce-2026.md` — two new entries at the top, 7.3.0 above 6.11.0.
   - `_config.yml` — `current_*` bumped to 7.3.0 (the 7.x line), `prev_*` bumped to 6.11.0 (the 6.x line).
   - `source/releases.md` — the superseded 7.2.1 and 6.10.0 moved into **Prior Releases**.
   - `source/index.html` — no change needed; the GA boxes render from the variables and the year file is still `announce-2026`.

   ## Two decisions worth a look

   **Release date = 1 August 2026, the tag date.** Both releases were tagged on 1 August and their votes closed on 11 August. The site consistently dates announcements by the tag date rather than the announcement date — 7.2.1 was tagged 15 June, announced 30 June, and is listed as *15 June 2026*. This follows that.

   **6.11.0 uses a disambiguated anchor.** Since both releases share a tag date, a plain `#a20260801` on both entries would emit a duplicate `id` and send both home-page GA boxes to the 7.3.0 entry. So:

   ```
   release_date_short:      20260801         -> #a20260801
   prev_release_date_short: 20260801-6110    -> #a20260801-6110
   ```

   There is precedent for duplicate anchors (`announce-2014`, `announce-2017`), but nothing depended on them there; here `index.html` links both.

   ## Security bulletins

   The **Vulnerability** cells for the new 7.2.1 and 6.10.0 rows are intentionally empty. S2-070 through S2-075 currently redirect anonymous visitors to the Atlassian login, while S2-069 and earlier resolve publicly — so linking them now would ship dead links to production. Worth a follow-up once the bulletins are public, to fill in those rows (and any older rows the bulletins cover).

   ## Verification

   Minimum requirements are unchanged, confirmed against the tags' POMs rather than copied from the previous announcement: 6.x stays on `maven.compiler.source 1.8`, 7.x stays on `maven.compiler.release 17`. `bundle exec jekyll build --trace` passes; `announce-2026.html` emits two distinct anchors with no duplicate ids, and the download anchors `#struts730` / `#struts6110` resolve on the download page.
