[PR] fix: avoid duplicate Ops setting updates [rocketmq-dashboard]
Aias00 opened a new pull request, #1095:

## Summary
- keep VIP Channel and TLS switches as immediate save controls
- remove redundant Update buttons that repeated the same API operation
- add coverage that each switch change performs one write
Closes #1094
## Verification
- `npm test -- --run src/pages/studio/__tests__/Ops.test.tsx`
- `npm run lint` (3 existing warnings)
- `npm run build`

Absorbed into #1182, which now covers unavailable Ops settings and duplicate-write prevention. Closing this overlapping PR to keep the runtime settings behavior in one review.
