[discussion][Issue 118025] locale data file for Kabyle in 4.1.6

I am not sure about this one.

unlike the Ukrainian fix where it changes the string here we add a 
languages.

I think even if halfway in if the language is not selectable at the 
moment it needs to wait for 4.2.0 :/

I ask for release blocker 4.1.6:

Kabyle language (KAB-DZ) was already halfway implemented in our code.
This would add the missing locale data.

Additionally I would add 2 missing strings to enable building of a Kabyle
Language Pack on Windows.

We don't add a new language, Kabyle has been in our code for a long time.

This only adds the missing locale data.
Locales can be selected under Tools - Options... - Language settings -
Languages - Locale setting.

Additionally we could fix a bug that prevents Kabyle language packs to
be build (on Windows).

To be clear:
I don't want to make a Kabyle build (Translation is far from complete),
I only want to fix the bugs that prevent people to use our code.

Ukrainian wasn't an option either, it could not be built because of bugs
(now fixed).
