    MINIFI-50 - Update READMEs and adjust docs

    * Updating the root project README and providing READMEs for both the minifi and minifi-toolkit assemblies.
    * Adjusting needed LICENSE and NOTICE files.
    * Adding System Admin Guide to docs folder in generated minifi-assembly.
    * Adding KEYS file to repository.
