> Current if we set "packages.pre.installed=true" in ambari.properties. It assume rpms are installed, at the same time, it skip uploading mapreduce.tar.gz to "mapreduce.framework.path". If user preinstall rpms but did not manually upload "mapreduce.tar.gz", it will not be there and service check of mapreduce2 will fail at this point.
> It should provide a finer granularity of skip. Such as , only skip rpm installation but not uploading libraries, etc.
