[PR] Stop core DB test jobs timing out when migration tests run [airflow]
rjgoyln opened a new pull request, #73231:
URL: https://github.com/apache/airflow/pull/73231
## Summary
The migration tests run inside the core unit test job and spend around ten minutes of its budget, and `run_unit_tests.sh` hands the tests whatever is left of it. On the slowest core combination that leaves 32m34s of the 65 minutes for a run that normally takes 28-37:
```
Tests get 32m34s of the 65m job budget
breeze testing core-tests --test-types 'API Always CLI' ... --total-test-timeout 1954
```
The three core callers that reach the migration tests now ask for 80 minutes, which gives the tests 47m34s on that same timeline. `job-timeout-minutes` has been available since #72259, but no caller had overridden it, so a conditional ten-minute step was paid for out of a budget sized without it.
The providers callers pass `run-migration-tests: "true"` too, but the step is gated on `test-group == 'core'`, so they keep 65.
#73185 moves the step onto the first test shard, which is `API...CLI` — the shard that ran out of budget here — so the two changes are complementary.

the committer who merges the PR is responsible for backporting the PRs that are bug fixes (generally speaking) to the maintenance branches.

You can attempt to backport this manually by running:
```bash
cherry_picker 65d4e7d v3-3-test
```
This should apply the commit to the v3-3-test branch and leave the commit in conflict state marking
the files that need manual conflict resolution.
After you have resolved the conflicts, you can continue the backport process by running:
```bash
cherry_picker --continue
```
If you don't have cherry-picker installed, see the [installation guide](https://github.com/apache/airflow/blob/main/dev/README.md#how-to-backport-pr-with-cherry-picker-cli).
