Thats not one of the packages that declared to be part of the public API in the readme.   We would not want to maintain all of the code in util as part of the public API.  There is a alot of random code in there used in the implementation of Accumulo that we have been changing as needed (w/o deprecation). The reason I was thining of  o.a.a.core.client is that package is declared to be part of the public API.
