Thats not one of the packages that declared to be part of the public API in the readme.   We would not want to maintain all of the code in util as part of the public API.  There is a alot of random code in there used in the implementation of Accumulo that we have been changing as needed (w/o deprecation). The reason I was thining of  o.a.a.core.client is that package is declared to be part of the public API.

Lexicoders encode/serialize types in such a way that the lexicographic sort order matches the java types sort order.  I think having the Lexicoders available as part of Accumulo would be generally useful.  The parametric API is less useful, it assumes all values have the same type.
