Log4J configuration

I noticed that the Torque configurator hasn't configured Log4J for some
time despite a comment in the initialize() function in
src/java/org/apache/torque/TorqueInstance.java and a sample
configuration in the distributed Torque.properties.

Is this intentional or an oversight?

I've removed both in my local copy or Torque 3.1 and can send a patch if
you wish.
