Netscape Encoding Problem

I am running Turbine with Tomcat 4.1 and Java 1.4.2 - on my laptop on 
windows and ona test server running Linux Redhat 9.

I am using jsp templates.  

Netscape 7 hitting the linux box has all pages returned by Turbine as 
plain/text rather than html/text.  The windows box works fine.

Anyone have a clue where the configuration is on this?
