We're official

I wanted to send a quick message, and let everybody know that the ASF had
a board meeting today, and they officially decided to make APR an ASF
project.  As a part of that decision, they named me the PMC Chair, at
least that's my understanding.  The decision to make me PMC chair was made
here, they just made it official.

This shouldn't change anything, but it does make us official, which is
nice.  I hope to have some time to work on the web page at some point, but
obviously it hasn't been my top priority currently.  :-(
