Geting java.lang.ClassNotFoundException: org.apache.ws.security.transform.STRTransform

I cinfigured the deployment descriptor to add WSDoALLReceiver handler. I put the wss4j.jar in the axis lib directory. When I run and hit my axis web service, I get the "java.lang.ClassNotFoundException: org.apache.ws.security.transform.STRTransform". This class is in the wss4j.jar file, what am I missing?

would appreciate any help on this.
