Details:

Summary: The $link context tool should be able to generate the correct link even when mod_rewrite is being used
Description: some people that are using mod_rewrite to avoid having /context/servlet/servletname/ in thier path have reported that the $link tool will alway put the extra path info in the generated URL.  We should modify the tool to check a TR.props setting to override this behavior
