The plugin urlfilter-validator is an outdated copy of the class UrlValidator of the commons-validator project. Rewriting the plugin to directly use the recent commons-validator routine [UrlValidator|https://commons.apache.org/proper/commons-validator/apidocs/org/apache/commons/validator/routines/UrlValidator.html] (see also [UrlValidator source code|https://github.com/apache/commons-validator/blob/master/src/main/java/org/apache/commons/validator/routines/UrlValidator.java]) should 

- solve issues with the plugin (eg. NUTCH-2705)
- make maintenance easier in the future
