we don't have many .sh files: only two in 3.6 (nor did i change the
svn props on any existing ones). This is really a special case: people
aren't adding these every day.

I'm more concerned about the common cases: *.java, *.html, etc

I always used LF cygwin myself.

Having a CRLF shell script in an LF cygwin tends to break things.
Having a LF shell script in a CRLF cygwin still works I think?

If so, we should continue using LF for shell scripts.

we have done in the past...
