When installing a feature with a {{file:}} URL, there is a 30 s delay.

E.g. using the following feature and installing it via {{feature:install}}.

There is no point in waiting for an {{URLStreamHandlerService}} for the built-in {{file:}} or {{http:}} protocols, as such handler services do not exist.
