METRON-1191 update public web site to point at 0.4.1 new release

This is the pro-forma PR to update the Website for our 0.4.1 release.
All but one of the files below are generated (and they really shouldn't even be in git; see METRON-1192). For now, all files in site/current-book/* can be ignored, as they are generated from site-book.
The only substantive change is in the last file, site/documentation/index.md , where we change the pointers.
You may validate the new website by cloning https://github.com/mattf-horton/metron.git
branch `METRON-1191`
and following Evaluation instructions at https://cwiki.apache.org/confluence/display/METRON/Website+PR+Merge#WebsitePRMerge-Evaluation
