Xalan2: Indentity Transformation does not output Namespace URI

Could someone please clarify following issue for me

Identity Transformation does not output Namespace URI (serialization of XML)
unless I set http://xml.org/sax/features/namespace-prefixes to TRUE to my
XMLReader
default value for http://xml.org/sax/features/namespace-prefixes  is FALSE 

Is it how it suppose to work?
