Allow read-only access to Schedule and Build Environment definitions.

Without special privileges, there does not seem to be any way to view the Schedule or Build Environment definitions.

The only information available is the name of the item, which may or may not give enough information.

It would be extremely useful to have read-only access to the definitions of these configuration settings.

Also, the Build Definition summary page adds a hyperlink to the "Build Environment" entries, but does not do so for the "Schedule" entries. If read-only access is enabled, the "Schedule" entries should be made hyperlinks.
